Paying tax to enter a country?

Why do some countries force you to pay tax when you enter their country?

Whenever I go to the Dominican Republic you have to pay $10 to get into the country & $20 to leave....it's so expensive when you've got a family of 5 going!

So...why do they do this? Is it just a scam?
