I seriously doubt it.  A gift card doesn't tell them anything about your ability to pay or who you really are.  PayPal wants to know you'll have the funds to pay for purchases.  A gift card can be spent anywhere and they'd have no way of knowing.  They'd try to get money from the card and it'd have a zero balance and no way to find you.  No, much to iffy.

But the surest way to find out is to drop PayPal an e-mail and ask them.  Then you have the answer straight from them.
