Can someone explain it to me? Do I have to verify my bank account to pay for things off of ebay? I want to buy things off of Ebay but I don't want to s***w someone over if I can't transfer the money? How do you put money into your paypal account from your bank account without verifying it? I gave them my moms bank online login c**p but they couldnt do it and my mom said she's not calling the bank to ask and she doesnt want me to either... I thought the deposits would show up on my transaction history online, but no....

Don't ever give out your (or your mom's) bank log in info!  You can use a credit card to pay with pay pal or you can use your checking account.  If you set it up with a checking account I think  you need to enter in the account number and maybe the routing number.  I can't remember it's been a while since I did it.  I don't think you should be messing with your mom's account though, if you need something on ebay maybe you should ask her to buy it for you.
