Paypal escalated,how long for answer?will i win?

have bought item from US on ebay andpayed by paypal.payed on 8th and theitem had not turned up after many emails.so put a disput in with paypal.the seller then contacted with a dispatch code which i took to post depot.they said that it was there but needs customs charge of 12.83 GBP paying.the seller said this is always paid on items posted from US to another country but i never paid it before and it dint say on listing.i have now escalated this as i am not willing to pay extra as have already payed for postal.

so how long will it take paypal to decide and will i win this?? dont want to lose 33 pound but dont want to pay another 13 pound ether would rather have my money back

  1. The UK Government operates a 'rip-off' policy known as 'Customs' .. this is a method that is used to keep prices in the UK excessively high (compared to other countries) .. hence 'rip-off Britain' ...

    In works by slapping charges on ANYTHING that comes into the UK from other countries (except EU).  These charges are in 3 parts - Import Duty, VAT and Handling Charge .. as you have discovered, when added together, they can increase the  cost of goods coming from USA / Asia by 50% ...

    Every day Customs is swamped by a deluge of parcels coming in from abroad ... typically items up to declared value of £35 / $35 are ignored = they focus on anything that is big or heavy (irrespective of 'declared' value) or expensive (declared value) .. and it's PURE BAD LUCK if your parcel is "caught"...

    Legally, if they accidentally let it through, you are still liable, and should go to the Post Office and fill in a Customs Import Declaration and pay the Duty / VAT :-)

    SO - you are going to loose your appeal UNLESS the seller said something like 'No Duty to pay' or 'No Customs charges' in the actual item listing ...


  2. It can take up to 28 days for PayPal to respond, and that depends on if PayPal decide to contact the seller first, or not. It is highly unlikely that you will receive a refund, unless the sellers agrees, as it is the responsibility of the buyer to ensure that there are no custom charges on items they order from a foreign country.
