Paypal hoax. Is it true that you have to pay extra through paypal when you are buying from China?

Alright... so I ordered this ed hardy cap through pickexclusive.com for fun to see if they are good quality etc. Well it all worked out legit, no scams or anything. But someone there said that you have to pay more when using paypal when ordering from china. I dont get it... isnt it just a flat fee, with shipping? wtf? Please tell me if they are just trying to get more money out of me. I mean I can always get a refund, but I just wanna know is this BS?

From what I've heard, there is an extra charge, but it should not be that much....

Sounds like a ploy for more money, but to be sure contact paypal directly..
