I'm trying to do research on issues in Payroll Accounting on : Quality Control Measures for Payroll Accounting, Ethical Issues in Payroll Accounting, Avoiding Tax Issues in Payroll Accounting. I only seem to get links to different colleges and people offering courses and I need to have Works Cited for my college ILA paper, do you have any suggestions where I may find writing information on these issues or how I would search? Any good sources?

Try the Journal of Accountancy.

Google "payroll fraud taxes embezzlement" and see what you get. You should find thousands of newspaper articles regarding specific fraud involving payroll tax issues that you can use to develop a profile for your paper. Here in Maine several years ago, a payroll processing firm owner absconded with thousands of dollars of client money he was supposed to pay to the government.
