Pc is constantly switched on & will not boot...

Question

i had a fault & the mains lead shorted out going in to the back of the PC i have replaced the lead & now when you plug it in to the wall socket the pc is not booting up & the boot up light & on of switch are constantly flashing i have replaced the power pack but this has not cured the fault the screen is black can you help pls cheersdave
