If you want to learn how to use a free "user configurable" soft-phone, that allows connection to many open SIP based VoIP services, look into the "WengoPhone" from OpenWengo.org  , or "X-Lite" from CounterPath corp.

I use and like WengoPhone (free and open-source) as my preferred user-configurable soft-phone.

I self-configure it for my preferred VoIP services like CallCentric , InPhonex, IdeaSIP, SipPhone, les.net, voip.ms, etc. (see my profile for links).  These are all pay-as-you-go VoIP services with No Contracts or strings.... and very low international rates.

Look into Skype, they might een be able to sell you a phone number in that country so that it would be a local call to you !

www.Net2Phone.com is best I am using it and works fine for me, try it.  Also www.nonoh.com price is cheap but try it on your own risk because i didn't tried it yet.
