Penn State with 3.1 GPA?

Question

Can i get into Penn State with a 3.1 GPA and 1900 SAT? I know people in my school who have gotten in with the same credentials, some even less. The county I live in has very high standards, 94-100 is an A, 84-89 is a B, etc. If i was in any of the neighboring counties id have a 3.7 GPA because of my AP/honors classes (in my county they only give .5 for AP and nothing for honors).
