Pennsylvania Motorized Scooter Legal Question?

I have read on the PennDOT (Pennsylvania Department of Transportation) website that a Motorized Scooter and a Motor Scooter are different. It says; Motorized scooters closely resemble a skateboard with handlebars. The rider stands on the platform, holds onto the handlebars and controls the power of the engine with a hand control. A motor scooter resembles a small motorcycle or a mini-bike. It also says that they cannot be operated on Pennsylvania's roadways or sidewalks. I am thinking about getting a motorized scooter. Has anyone in Pennsylvania ever had legal trouble with these. I see them all the time being driven on side-streets and they obviously never got caught.
