Penticton, BC City Growth Plan?

Question

My husband and I are looking to buy a house to avoid impossible rent increases. But I cannot access the plans of what will not exsits in 7 years by the city's plans for development. Can some one either Covert it to a different file format or just tell me which places will be gone. My computer will not let me install adobe reader.
