  1. Get the expression right first. Its the grass is always greener on the other side of the fence; and it means that there is always something you don't have that's of better quality of anything you possess.

The reference to "the other side" does not mean underneath but rather to a proverbial other side of the mountain, other side of the street, other side of the world, etc.  It is a common way of saying that we are not content with what we have and think that another time, place or even person might be better.  

  4. The meaning is that the grass is greener on the other side of the fence--i. e., one's neighbor's lawn always looks better than one's own.
