People have mentioned the impending Solar Maximum in 2012, did you know its the MINIMUMS that are dangerous?

Solar maximums cause the Earth's atmosphere to BLOAT up (like we are retaining water), and the incidence of surface-level Galactic Cosmic Rays is reduced. Not too surprising, when there is a Solar Minimum, the Earth's Ionosphere is considerably smaller, deflecting fewer Cosmic Rays away.

So, we are safer during a Maximum than a Minimum?

Yes - but it's not the ionosphere that is most important in protecting us from cosmic particle - its the magnetosphere.
