there could be a number of names for them, it depends on what they are doing.

Construction workers would be the #1, if they are working on stuff..

but they also have people who clean the sides of the highways... this would be when you see them with trashbags, picking up stuff. The proper name for those people would be inmates from the jail or prison trying to get community service hours completed.

I agree with the poster above, except that they're not necessarily inmates, they could be traffic violators also doing community service.

People picking up litter on the side of the roadway are not necessarilly prison inmates...  They could be volunteers from the civic organization or group that sponsors that particular section of the highway, or they could be people who are not prisoners, but just working off their community service hours.

IN ANY CASE...  What they are doing is a dangerous job.  Give them a break by moving over to the opposite lane when you pass them.
