Cool means awesome! ALongside many other meanings.

If someone says "You're cool", they means "You're a pretty awesome person." It's a compliment.

Lets imagine you have bought a new computer. Okay? Your friend comes over and says "WOW! A new computer! COOL!" the cool here means "That's so awesome" They mean that the new computer is stylish/attractive/excellent.

Another example. You have gone out with your friends and you are wearing a nice dress. Your friend says "Wow, nice dress. It's so cool". What they mean is, your dress is quite awesome and fashionable.

But pretty much, when you are being called cool, they mean you are attractive/awesome/stylish etc. You can call someone cool even if they are funny. It's a compliment!
