  1. Yes...Lights, signals, windshield, seat-belts.

As long as it can pass safety inspections, it can be registered.

  2. If it's properly fitted with all the things required it would be street legal.

In most places this means not only headlights, blinkers, and brake lights, but tail lights, horn, bumpers, mirrors, proper muffler and probably more. If the chassis is from a year when they were required you'd need seat belts and proper smog equipment.

I have had a dune buggy. It was over 20 years ago, and was built from a '66 VW. If I still had it today it would still be street legal, in all states.

  3. I can only talk about the state in which I live in.  With the proper silencer on the vehicle, 2 break and headlights, working blinkers, 2 outside mirrors or one outside mirror and a rear view mirror and DMV registration, that vehicle can be street legal in Ky.

Call your local Department of Motor Vehicle and ask them about your area.

  4. Yes they are, but stay out of times square with it.
