For stand-up, it's better if you close in because you'll have more advantage. But in fights like Pride or UFC, people with long arms and legs have advantage in all ranges (unless they suck at grappling) but either way, people with shorter reach has only options to move in close.

get in lose to them carefully and fast or you will be thrown back with strikes. Best way to do it is to duck then step in with a uppercut or hook to the body.
