A good manpower agency should not demand anything from the person who wishes to get a job.Good agency will get it only from the company which is going to get benefited by you. If they charge you for registration and cost for making interviews known to you then they aren't good people I think.

You should be able to judge them by just looking at the office and the language they speak and their mail address etc. You will master this art when you meet more agencies.
