Peoria, Illinois- Quail Meadow's Golf Course?

Has anyone ever been to this course? Is it a nice course? Would an average/slightly below average golfer have difficulty there? What is the minimum age requirement to drive the cart? Some courses say 16 some say 18 some say 21... If anyone could help me that would be great!
