Per head cost or total cost?

When planning an activity, is it best to calculate a budget on the amount I'm willing to spend per head or the total amount I think is reasonable to spend on the whole event? Most of the times I don't know the exact number of attendees so it's tricky both ways. Suggestions? Thanks!

Figure it out both ways. If you are looking to make a better profit, go with the one that brings you more. If you are looking to give people a break, have a good time and get a good rep, go with the one that still brings a profit, just maybe not as much. Too many people concern themselves with money. Activities are supposed to be fun stuff usually, so it's really up to you - be smart not greedy.
