Perfect town question in Animal Crossing: Wild World?

Question

If I speak to Pelly about the enviroment and she reads a comment that says: "(Name of my town) is a great place to be! It's really come a long way!" Then she says, Sounds like this resident is very happy! Wouldn't it be wonderful if we could keep Wolcott this livable forever?! Does this mean I have reached a perfect rating? If so, how can I keep it perfect?

Yes! Congrats! You have achieve perfection of your town.

Pelly does say this saying when your town is perfect.

To keep it perfect..

> Pick up all trash or items lying on the groud (ie fruit or tin cans that you have fished out of the water)

> Pull up all the weeds. Try to pull three weeds a day, that is usually how many grow.

> Make sure your pull up all clover patches (you may find a four leaf one to wear in your hair) and other pest flowers (ie dandolins)

> Water your dying flowers each day.

> Plant flowers as far as the eye can see.

> Never leave rotten turnips around for long if you are trying to catch an ant.
