Permanent citizenhship in Denmark, does she still need a visa?

Okay, so here's the situation. My mother wants to go to Denmark on vacation. She hasn't been in Denmark in 4 years already, but her permanent citizenship card is still valid. The thing is, her visa isn't. Does she still need to renew her visa?

We asked the Norwegian embassy already, since the danish one isn't present here in the Philippines anymore, and they didn't know.
