Permanent red "veins" in eyes?

I have these little, permanent red "veins" in my eyes that aren't due to strain, smoke, etc.. they look the same way all day, every day, and have for many, many years. My eyes would be so much prettier if the whites were more "white". Are there any permanent procedures that can fix this? Please, I'm not looking for temporary fixes like visine, cold compresses, getting more sleep, etc. I want to know if anyone knows of anything an eye doctor or cosmetic procedure/laser/whatever can do these days to get rid of the bright red appearance of these particular veins permanently. However, it is most commonly caused by excessive sun exposure without proper eye wear.
