Permanent resident at 10 yrs old?

My little sister now 10 was born in Honduras and I have been looking like crazy for information on how she can come to the united states. I was born here so im a citizen and my mother is a permanent resident but we dont know what to do. I heard something about a fee. but not sure, does anyone have any information on it. forms?

Also our father abandoned my mother before my sisters birth is that any difference?

  1. Either you or your mother can petition for your sister.  It will take a while - check the visa bulletin - unmarried sons and daughters of residents is about four years now, siblings of citizens is more than ten years, but it certainly can be done.

    Either you or your mother can petition for your sister:  here is the process for each of you.  It doesn't matter what her father's status is, where he is, or if he can be found.
