  1. Ask your DMV or a Police Officer once you get to Philly.

Where I live, a driver with a Learner's Licence can have passengers as long as there is a qualified driver sitting in the front passenger seat .

If it is allowed, then advise the parents of your cousins to tell them to remain quiet when they ride with you. That way, you will be able to focus on your driving. Don't get into a lot of conversation while you are behind the wheel because that will distract you.

    Enjoy your trip!

  2. As long as you follow the rules governing your permit and have the proper age licensed driver with you then it has no bearing on other passengers in the car also,,just make sure all occupants of the car follow the rules too ie..seat belt use,,etc....The driver of a motor vehicle is  the one held responsible for passengers and loads carried...

  3. It is legal for your cousins to be in the car as long as you have a licensed driver over 25 with you in the front seat.

  4. Yes you can...........
