Kentucky State Road and being able to sell goods on the side of the road without a permit? Legal or not?

You need a permit to sell in a public space. The side of the road is a public space, so you do need a permit.

Generally, the side of the road is a public place, and in most states (don't know about Kentucky though), you need a permit.  Check with your local law enforcement office.   If you sell without a permit and one is required, the law can just come in & confiscate everything, or make you pay a fine THEN make you get a permit.
