Permit needed to go from mexico to northen CA?

If I am mexican holding a turist visa, B1/B2, I know I can go to San Diego without asking for a permit, but to go up to LA I need to get a permit. Someone knows if this permit is the I-94?

Yes it is the I94.

If you are a Mexican Citizen and have a B1/B2 BCC you can enter the US without a I94 if you are only traveling within 25 miles (75 in certain areas of AZ) and less than 30 days.  Anything else requires you to purchase a I-94 from CBP
