What, is this in some communist country?

Like Canada has some quota restrictions to keep you from selling too much of one product, But you have to buy some quota from a farmer who has some to sell.

You do require a registration as a grower of hemp. But it is not a permit, just a registration and annual inspection.

You can not grow some wild animal species without a permit to restrict their movement or sell them.
