The question is this:

What is terrorism?

Is terrorism when you are attacked, or does it incude the times when you are attacking others? The most obvious example is the US, calling the attacks of 9/11 terror (which it was), but not calling its own atrocities all over the world terror. Is the US terrorising those people as much as they were on 9/11? Not just iraq, but in all of the countries that the US has "interests" in.
