Peruvian Neck Tie?

Question

This weekend's UFC Fight Night was the first time I've ever seen a Peruvian Neck Tie. the camera angle wasn't great so how exactly does it work?

Is it a choke across the windpipe like the rear naked or the guillotine, or is it a squeeze choke like the triangle?

It was a great finish, I'm just looking to find out a bit more about the move.

Simplified: Guillotine with a leg over the back of the opponent cranium.

Real answer: Go train. After a year or so, you'll learn it.
