Pet Safe electric collars

My dogs all have electric collars from Pet Safe and one of them is a Blue Heeler and she is super fast and she runs so fast that the electric collar doesn't have a chance to shock her and she is very aggressive what do I do? The other dogs are starting to do the same thing and the neighbors have complained as well.
