Peter Answers is a fake website that people can use to trick their friends into thinking that Peter is a physic or something. The trick is that, when you're typing the petion on the top, you put "." then you write the answer to your question and then you put another "." at the end of your answer. Then you type the question at the bottom. Example:

You type a "." at the top and then your answer like "blue" then another "." at the end of your answer. Then you continue typing the petition. The whole thing is going to show up as:

But, it's really going to say:

.blue. please answer the following question:

Then you're to going at the bottom write the question like: "What's yourt favorite color?" Then your press submit or the enter button and the answer will come up as blue. Understand now? I got tricked by my friends and then after I found out the secret, I started to trick my other friends. LOL =)

but by you mention peter i think you are talking  about the peter ghost thing online you have to type your answer in the space where you ask the question
