Petz Horsez 2, when do i get to train the babies??

I have been playing this game for a long time, I can't figure out why the training symbol does not light up?? I bought the rope, what am i missing? and if they need more confidence, how do i do that?? this is for a DS.

Keep feeding the foal carrots and pet him to gain confidence and also the stars have to be on 3 or 4 to train the foal the stalls need to be cleaned every day so that will help keep him happy and clean.
