Philips TV Model 32DW6557/05 Screen Problem

Question

I have a Philips TV Model No. 32DW6557/05. The picture horizontal alignment moves across from right to left leaving a black 1 - 2 inches margin. The picture moves back again but not fully. Am I correct in assuming that the Horizontal Synchronization Circuitry is the fault ? If this is the case, does the pcb need replacing ? Can the pcb be repaired ? Does it require specialist tools and knowledge ?
