Philips tv 28pw6506

Question

Hi my tv turns on then goes back to standby a few seconds after it turns on. This happens several times untill it stays on. Also the screen takes a while to fill out the sides go wavy but when it turns on fully it is fine. I took the boards out and can no lose or bad connections, plus i blew the dust out while i was there. I did read that it is the capacator on these sometimes the y dont like to go to 12v when they switch on.?  I have done an ellectronics coarse so i do know how to solder and yes i am fully aware that some of the capactors hold there charge after the set is off. Any help as to what is the faulty part and its number or position on the board and the currewnt it should be putting out would be most usefull
