  1. According to Kant, yes.


  2. Desire means you don't have something. You feel something is lacking and now you want to have that. What is the use of discarding any desire without inquiring into why that desire arose in one's mind? Once you come to know that really you don't lack anything all desires fall off automatically. So, all of one's efforts should be directed towards knowing the reality of our nature and not just avoiding desires.
