Phone calls & sms are still coming even if my o2 xda atom is turned off?

i have a n o2 xda atom.the problem is that even if my phone is turned off (say due to low battery) phone calls & sms are coming.when anyone calls when my phone is off they can hear the ring but i can't since my phone is off.i don't know if it's really my problem or i a general issue for o2 xda atom.if there is any solution please help me out.

Its more likely an issue with the carrier !!! see if other people with that carrier has the same issue .. this is weird
