Phone line plugged into computer?

ok heres the thing...i know im probly being stupid but i was wondering if (i have wireless internet so im not using the phone line for internet) you could plug your telephone line into your computer and if there was some program to were you could call using your phone line...and yes i know about skype but thats not what im talking about...

if you are using broadband, there is no need for a phone line to be connected to the computer, unless you use the computer to send fax messages.

I always pull the phone line, the computer modem is the cheapest piece of junk on the phone line. They have a nasty habit of going off hook and putting your telephone service in an off hook condition. No in or out calls!
