Is there away of finding out from a phone number who or the address of a caller that keeps calling you without answering the phone

If you think that someone is deliberately ringing you and causing a nuisance, then if the number is available when you have dialled 1471, then you could try the local police station.  If it is someone accidentally phoning you, then you could leave a message on your answering machine to ask them to check the number before dialling.
