why is it that i cant make or receive calls in my neighborhood which is basically townhouses in the middle of the woods, yet in office buildings and other buildings i can,

theres probably not a wireless tower by you, call your cell phone carriers customer service and they will tell you why and where the nearest tower is and they'll try to fix the problem.

Its all about cell phone towers. You are probably out of range or have a weak range to the towers.
