Phone servixe

Question

when I try to dial a number there is a dial tone however it rings once and says you are not allowed to make this call at this time is the phone service down or what for I am sure it is not the phone I have tried two different phones and get the same message. Also there was a system outage some time this morning because my computer rebooted
