how do the police or cid tap the phone do they need your serial number on the phone to do this ?

If they took his serial numbers it was just because they wanted to check for stolen property. If they wanted to tap his phone lines, they could do it without the phone or without any other information for that matter.

They don't actually do it. The phone company does the work on your phone line at the local Central office.  It's not like they ahve to come out to your house.
