want to ring somone in holland but i can not ring there mobile and he cant ring mine do we need a dialing code or somthing??? (i will give 10 points to anyone who can tell me the answer)

011 + 31 + Area Code (2 digits) +  Phone number (6 or 7 digits)

for calls to a cell phone dial: 011 + 31 + 6 ???? ????
