Photo Editing Help Getting Just the Person From a Pic?

How Do you edit a pic to only get the person from the pic without any of the background?

with paint you would select with star lasso tool, and select around object with transparent option on, and copy, then either paste over other picture, or paste into new, there is no t black background setting for paint , would require other tools,

There is usually a cutting option that allows you to use your mouse to outline the object or person. Cut them out & paste them where you want them.
