Photo Editing Software (like Picasa and PhotoScape)?

Question

I downloaded both GIMP, Picasa and PhotoScape. GIMP seems to be a little difficult for me to use as a beginner, but I like Picasa and PhotoScape. However, these two programs don't seem to have much photo editing features, so I was wondering if there was a similiar (easy-to-use) program like Picasa/PhotoScape that is legal to download for free.
