Photo Editing Software (like Pisca)?

Question

I downloaded both GIMP and Pisca. GIMP seems to be a little difficult for me to use as a beginner, but I like Pisca. However, Pisca doesn't seems to have much photo editing features, so I was wondering if there is a similiar (easy-to-use) program like Pisca that is legal to download for free.

picasa is more of an album viewer with basic editing tools and effects, gimp is more like photoshop and would take time to learn effects and editing tools,
