Photo Editing that lets you Cut in Circles ?

I found this Picture i have been using it at my desktop wallpaper

And what i want too do i Cut and Copy some Pictures of my Dogs the died and put them in in bubbles in the Pics. but the program "Paint' Wont let you cut in circles other then tracing the circle by hand but i can never get it str8 So i wanted to know if there is a program were i can just select a circle button and make the circle bigger or smaller to the size i want it. then just copy and past
