Photo Effects! Please Help?

Okay so i really want to do something like this:

This is no big problem,,, you can easily do this in Adobe Photoshop. just learn about how to design in photoshop using layers. you must have layers designing , and at the end you just combine them to give the required look as you shown in your pic.
