Photo editor??

Question

i need another website like photoshop, like almost the same designs, effects..etc.. and FREE

but not photoshop express because it does not have effects to put on your photo

and not photobucket, tinypic, or flickr either

so if you have any can you give them to me please!!!

Try the Gimp it is similar to Photoshop with the advantage of being  free.
