There isn't a specific effect to do that; you have to play around with the lighting and bring out certain colours in your photo editing software.

Shoot using the WRONG white balance setting.

Well everyone has mentioned the colour shift in the image.

I looks like the shot was taken near sunset ... notice the colour of the background?

It also looks like the lens selection had to do with taking a self-portrait using a P&S camera at arms length ... and that would be the wide angle position.

Other than that, it is a straight shot.
